An exciting opportunity has arisen for an Assistant Transport Planner within the Highway Development Management Team at Leicestershire County Council. 

About the Role

To provide highway development management advice to ensure effective transport assessment and input throughout the development process, including managing a case load of predominantly minor sites and supporting the Senior Transport Planner on more complex sites.

To assist with the provision of effective transport input on pre-application enquiries, outline planning applications, reserved matters applications and planning appeals as necessary.

Engaging in effective negotiation to secure highways and transportation mitigation for development proposals including through Section 106 discussions and identifying other funding sources as appropriate.

To support effective partnerships and working relationships with statutory, voluntary, private agencies and communities.

About You

To apply for this post, you must:

  • HNC/HND/NVQ4 in relevant subject (e.g. Civil Engineering or Transportation), or experience of working in Highway Development Management or land use planning.
  • Excellent communication and presentation skills and be able to work to tight timescales and to agreed targets. A customer focussed approach where the customer experience is central to the delivery of the service.
  • Experience of interpreting and writing technical and non-technical reports.
  • Experience of conducting packages of transport analysis or assessment work.
  • Knowledge of the planning process as it relates to highways and transportation.
  • Effective negotiation with external organisations, such as developers. Building positive relationships across stakeholders, peers and partners, creating open and transparent relationships based on trust.
  • Hold a valid full clean driving licence.

Skills Required
