Role Description: 

 

The Assistant Program Manager, WQ&T Compliance assists in the management of activities within Customer Compliance Programs including cross-connections, fire hydrant connections, grease abatement systems, illegal discharge and water/sewer connections. The role involves monitoring work processes, managing records, integrating data and technology, evaluating productivity and coordinating logistical support. The position supports the enforcement of regulations related to the program and adopting new technologies and processes as needed.

 

Essential Duties & Responsibilities: 



  • Manages DC Water and third-party inspections of sites and water and sewer infrastructure, and/or the DC Water Fire Hydrant Use Program, to ensure compliance with DC Construction Codes, DC Municipal Regulations, and DC Water policies.

     

  • Responsible for quality assurance and quality control DC Water and third-party inspections which include customer compliance notifications and completion of work orders. 

     

  • Works with customer compliance team to resolve customer issues, may lead projects or tasks. 


  • Performs sites inspections for compliance.

 

  • Plans work for the customer compliance team, in coordination with the customers.

 

  • Works with customers to address problems with comply with DC code and regulations.

 

  • Performs sites inspections for compliance.

  • Works with DC Water legal team to develop and revise compliance regulations.

 

  • Utilizes databases and platforms to monitor and evaluate customer compliance.

 

  • Generates and submits reports and customer notifications. 

 

  • Communicate with customers through emails, calls and in-person.

 

  • Communicates and works with external agencies and stakeholders.

 

  • Develops and updates Standard Operating Procedures (SOP). 

 

  • Assesses new technologies and business changes to improve processes.

 

  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and prepares status reports for Authority management. 

 

  • Manage vendors and contractors.

 

  • Performs other related duties and projects assigned at the discretion of the immediate supervisor of the operational department assigned.

Skills & Qualifications:

Required Experience:

Three (3) to five (5) years of progressive experience in related field; or equivalent combination of education and experience.

Minimum Education Requirements:Bachelor’s degree in Business, or science related field from an accredited college or University or High School Diploma or GED with seven (7) to nine (9) years of progressive experience in related field.Required Skills: Ability to read maps and blueprints.Desire to work with customers and work in a team environment.Ability communicate effectively, both orally and in writing.Multi-tasking and ability to manage day-today changes in work priorities.Ability to read and follow verbal instructions.Utilizes personal computers and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, email, etc.).Required Licenses & Certifications: Must have or obtain within two (2) years from date of hire a valid backflow testing and/or surveyor certificate or a valid pretreatment certification.Must possess and maintain a valid Motor Vehicle Operating License.Physical Requirements:   Ability to lift up to 50 pounds and climb ladders. Work may occur in indoor and outdoor environments, including exposure to extreme heat or cold. Subject to noise, vibration, and various physical hazards.May be required to work in confined spaces or heavy industrial settings at pumping and treatment facilities.
