JOB SUMMARY
The Assistant Program Director supports the overall management and operation of residential programs by providing leadership, compliance oversight, staff supervision, quality assurance, and operational support. This position works closely with Program Directors and Residential Managers to ensure programs remain compliant, audit-ready, fully staffed, and focused on delivering high-quality, person-centered services that promote the health, safety, independence, and quality of life of the individuals served.
ESSENTIAL JOB RESPONSIBILITIES
- Assist with oversight of daily program operations to ensure quality services and regulatory compliance.
- Monitor program activities and address operational concerns in a timely manner.
- Conduct routine site visits to ensure homes are operating according to agency standards.
- Assist in implementing policies, procedures, and best practices.
- Ensure services are delivered in accordance with EBSH requirements, DDS regulations, and licensing standards.
- Provide direct supervision, coaching, and support to House Managers, Lead Staff, and Direct Support Professionals.
- Assist with hiring, onboarding, training, and retention efforts.
- Conduct staff observations and provide performance feedback.
- Ensure staff maintain required certifications and training requirements.
- Assist in addressing employee performance issues and corrective actions.
- Conduct routine audits of resident records, medication files, personnel files, and program documentation.
- Ensure programs remain inspection-ready and audit-ready at all times.
- Monitor completion of required documentation and follow up on deficiencies.
- Assist in preparing for DDS, CCL, and internal audits.
- Track corrective action plans and ensure timely completion.
- Ensure adequate staffing levels and coverage.
- Develop staff competencies and leadership skills.
- Address employee performance issues and implement corrective actions as necessary.
- Promote a culture of accountability, professionalism, and person-centered practices.
- Ensure the program maintains a safe, therapeutic, and supportive environment.
- Ensure implementation of Individual Program Plans (IPPs), Individual Behavior Support Plans (IBSPs), and health care plans.
- Monitor service quality and resident outcomes.
- Ensure residents' rights, dignity, and personal choices are respected.
- Address resident concerns, incidents, and service needs.
- Facilitate trainings and competency reviews.
- Ensure staff are knowledgeable regarding behavior support plans, resident rights, medication procedures, and documentation requirements.
- Support interdisciplinary team recommendations and treatment plans.
- Ensure compliance with Title 17, Title 22, DDS, Community Care Licensing requirements.
- Oversee internal audits and quality assurance initiatives.
- Monitor inventory and program resources.
- Monitor documentation, resident records, and medication systems for compliance.
- Review incidents, injuries, behavioral events, and medication errors.
- Ensure timely reporting and investigation of unusual incidents.
- Monitor health and safety concerns and emergency preparedness activities.
- Ensure all programs, facilities, records, and operational systems remain audit-ready at all times through continuous monitoring, compliance reviews, quality assurance activities, and corrective action planning.
- Travel and drive on agency business as required to support program operations, including attendance at trainings, professional development conferences, resident assessments, stakeholder meetings, quality assurance reviews, or for resident/staff need.
- Physical presence at the program is required.
- Ensure direct report staff follow the agency’s timecard, PTO (Paid Time Off), and California’s rest and meal period policies. Will monitor staff timesheets to ensure they are completed accurately.
- Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage.
ESSENTIAL JOB REQUIREMENTS
- Bachelor’s degree in Social Work or Counseling, or a related field and at least one (1) year direct experience providing social services to children OR completion of two (2) years at an accredited college or university and at least two (2) years administrative or supervisory experience in a program serving children, preferably in a group home setting.
- Minimum of one (1) year experience overseeing a similar programs.
- Ability to effectively manage multiple priorities, deadlines, and program needs.
- Strong decision-making, problem-solving, and conflict-resolution abilities.
- Must meet the minimum age of 21 pursuant to California Health & Safety Code Section 1562.
- Communicate effectively in written and spoken English.
- Ensure handwritten resident documentation is legible
- Ability to write acceptable progress reports required for treatment documentation.
- Work effectively with diverse ethnic, religious, socio-economical, and professional groups.
- Competently provide direct services for residents of the facility.
- Understand and apply principles and techniques involved in the care and treatment of individuals or groups of Developmentally Disabled residents.
- Treat residents with dignity and respect.
- Ability to prepare reports, correspondence, corrective action plans, and program updates.
- Working knowledge of DDS, Title 17, Title 22, regulations.
- Must be available to complete minimum of 40-hours initial orientation training during business hours of M-F 8am-5pm.
- Must complete 40-hour RBT training, pass competency and exam within 60 days of employment.
- Must maintain RBT certification throughout your employment.
- Must be available and responsive to RBT supervisor to ensure competency and supervision of hours is completed as required.
- Register and complete the 35-hour DSP year 1 class within the 1st 6 months of employment.
- Register and complete the 35-hour DSP year 2 class within the 1st 12 months of employment.
- Must be CPR/First aide certified within 30 days of employment and maintain throughout your employment.
- Must complete a hands on practical of CPR annually.
- Must complete Water Safety training within 30 days of employment.
- Complete 40-hour GH Administrator training, pass exam and submit application for Administrator Certificate within 90 days of hire.
- Must maintain Administrator Certification or duration of employment.
- Attend a 40-hour ProACT training and become a certified instructor with 90 days of hire and maintain for duration of employment.
- Must be able to on-call for emergency situations and respond accordingly.
- Must be able to work any and all shifts as needed to ensure minimum/safe staffing ratios.
- Be able to travel overnight(s) as needed for trainings, conferences, assessments or meetings.
- Analyze potentially dangerous situations accurately and take effective action.
- Ability to train, mentor, and provide guidance to direct care staff.
- Strong conflict resolution and crisis intervention skills.
- Ability to maintain confidentiality and professional boundaries.
- Proficient Computer skills in Office 365, Teams, Zoom and other communication/meeting platforms.
- Possess a valid driver’s license. Agency insurer authorization is required.
- Ability to pass a pre-employment criminal background check.
- Ability to pass a pre-employment physical, drug screen, and TB test.

Skills Required
