GENERAL DESCRIPTION:

Assists the Park and Marina Manager in directing recreation activities and operations in the park and marina, ensuring that the policies, rules, and regulations of the MWCD are followed, ensuring excellent customer service is provided to all visitors.  Assists Park and Marina Manager with dock and boat placement and retail sales operations. Assists in recruiting, hiring, training, and supervising seasonal, variable and full-time park and marina staff.  Assumes responsibility for the park and marina in the absence of the Park and Marina Manager.

Computer, crane boat, tractor, mowing equipment, snow plow, dump truck, motor vehicles, Microsoft Office Suite, Camplife, SSI, Visual Intelligence Portfolio, Microsoft office suite.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS: 

Works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in a confined space (e.g., manhole); works in the vicinity of dockboards (bridge plates); works in an area in which the means of egress is or can be obstructed; works on and around powered platforms and/or vehicle mounted platforms (e.g., manlifts, fire trucks); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db (e.g., tractor, mowing equipment, watercraft, , fireworks, string trimmers, etc); is exposed to possible injury from hazardous gases, chemicals, flammables, or air contaminants; is exposed to possible injury as a result of electrical shock; is exposed to possible injury as a result of working with moving mechanical parts of equipment or machines (e.g., tractors, mowing equipment, motor vehicles, powertools); is exposed to possible injury as a result of falling from high places; works in or around crowds; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to fire; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to hazardous driving conditions; works second shift / third shift; has exposure to shaking objects or surfaces; has exposure to second-handsmoke.

Note:  In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered medium work.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION:

Provides supervision to assigned staff (e.g., schedules employee work tasks; assigns work to employees; interviews job applicants; recommends the hiring of job applicants; recommends discipline; recommends pay assignments; receives grievances or employee complaints; approves employee leave requests; recommends the approval of leave; recommends policy changes; has access to other employees personnel files; has unlimited access to financial data used in the payroll and benefit budgeting process; has access to financial data used in monitoring organization revenue/income).

Conducts park and marina inspections; oversees park and marina facilities and marina maintenance and cleaning; performs routine and preventative maintenance to park and marina vehicles and equipment. Assists Park and Marina Manager and Assistant Marina Manager in maintaining and improving a clean marina designation through the ODNR Clean Marina program.

Ensures accurate use of park and marina reservation systems and ensures compliance with income processing and record keeping systems. Makes purchases; manages inventory, ensures products are not outdated and orders new merchandise; updates procedures for merchandise sales in camp stores/concession/marina retail areas; determines operating hours and recommends campground and other park or marina facility improvements.

Assists in overseeing park and marina compliance with budgeted funds; assists in administering park and marina budget and fiscal operations, including review of staffing levels, projects costs, tracks expenditures, prepares area budget, prepares and reviews reports, interprets purchasing guidelines, tracks revenue, sets expenditure limits in areas of responsibility, and reviews revenue; processes accounts payable utilities.

Participates in park and marina planning including goal setting and suggesting new approaches to improve customer service. Seeks out grants for park related projects, equipment and activities and follows appropriate internal procedures to apply for grants.

Maintains required licensures and certification, if any.

Meets all job safety requirements and all applicable safety standards that pertain to essential functions.

Demonstrates regular and predictable attendance.

MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)

Knowledge of: Agency policies and procedures; Park and marina operations; maintenance; groundskeeping; construction practices; computer software; CPR/First Aid.

Skilled in: Public relations; public speaking.

Ability to:  Communicate effectively; multi-task; work well with the public; maintain accurate records; prioritize work assignments.

Qualifications

QUALIFICATIONS: 

Possession of an Associate’s Degree in parks and recreation management or natural resources management with two (2) or more years of comparable demonstrated work experience; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities to perform the essential functions of this position.

LICENSURE OR CERTIFICATION REQUIREMENTS: 

Must possess a driver’s license valid in the State of Ohio and must be insurable by MWCD fleet insurance. Possession of or ability to obtain an Ohio Boater Education Certification.

Skills Required

  • Associate’s degree in parks and recreation management or natural resources management, or equivalent education, experience, and training
  • Two or more years of comparable demonstrated work experience, unless satisfied through an equivalent combination of education, experience, and training
  • Valid Ohio driver’s license
  • Must be insurable by MWCD fleet insurance
  • Ohio Boater Education Certification, or ability to obtain it
