Description of Work
Salary Range: $87,617 - $131,426The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act
This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work

We currently have an opening for an Applications Systems Specialist I
The Applications Systems Specialist acts as a technical leader on a team of application developers focused on building and improving NCDOT’s web applications. The ideal candidate is highly skilled in .NET development and experienced in working directly with clients to deliver business solutions and guide projects through their full life cycle.
Areas of responsibility include:
• Design, develop, test, and troubleshoot cloud enabled application and web components, leveraging Azure services and modern deployment pipelines, while providing targeted technical guidance to junior developers as needed
• Manage and support application hosting environments across both on premises infrastructure and the Azure cloud platform
• Collaborate with IT leadership, the Communications Office, and business partners to translate user needs into fully delivered web solutions
• Provide technical leadership, oversight, and strategic direction to ensure modern, user focused experiences aligned with web content standards and organizational goals
• Oversee the adoption of best practices, tools, and development methodologies to improve code quality, system reliability, and team productivity
About the Division:
The Web Systems unit directs all Internet/Intranet based application development, reports, server/system architecture, and web system maintenance for the NCDOT infrastructure. The Web Systems unit employs management, architects, application developers, web designers and subject matter experts to meet the growing business and technological needs of NCDOT departments and external users. The Web Systems unit also creates and maintains the internal (intranet) and external (Internet, WWW extranet) Web systems and services enterprise wide, meeting with NCDOT departments to gather requirements and establish departmental web sites and other services.
Knowledge Skills and Abilities/Management Preferences
The following Management Preferences are not required, but applicants that possess these skills are preferred:
• Proven experience partnering with management to develop project schedules, resource plans, and development effort estimates, while providing leadership to teams throughout the full SDLC
• Hands‑on leadership of application development teams, including gathering and analyzing business requirements, translating them into detailed technical specifications, and guiding teams toward successful delivery
• Extensive experience architecting, developing, and delivering applications and web solution technologies across Azure environments, with strong expertise in .NET as a web and API platform, accessibility and UX best practices, testing, source control, and modern development tools such as Visual Studio, Azure DevOps (Git), and VS Code

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development
OR
Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development
OR
High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience.

Skills Required
- Bachelor's degree in computer science or IT related field and four years progressive experience in business application consulting or development
- Associate degree in computer science or IT related field and five years progressive experience in business application consulting or development
- High School or GED diploma and eight years of experience in business application consulting or development
- Proven experience designing, developing, testing, and troubleshooting cloud-enabled applications leveraging Azure services
- Strong .NET development experience (web and API development)
- Experience managing and supporting application hosting environments on-premises and in Azure
- Ability to work on-site weekly (hybrid eligible but weekly on-site presence required)
- Experience with Visual Studio, Azure DevOps (Git), VS Code, source control, and testing tools
- Hands-on leadership of application development teams, including requirements analysis and guiding delivery
- Familiarity with accessibility and UX best practices
