Job Summary

OSG is seeking an Antiterrorism/Risk Management Specialist to evaluate installation Antiterrorism (AT) and Risk Management (RM) Programs for compliance with Army regulations, DoD directives, and IMCOM guidance. This role reviews threat, vulnerability, and installation risk assessments; assesses AT plans, protective measures, and Force Protection implementation; evaluates Random Antiterrorism Measures (RAMs) and FPCON implementation; assesses risk management methodologies and mitigation strategies; and develops corrective action recommendations that improve installation protection, resilience, and mission readiness across Antiterrorism, Risk Management, Force Protection, Threat Assessment, Risk Assessment, Risk Mitigation, and Army Protection Program Integration functional areas.

Specific Responsibilities

  • Evaluate installation Antiterrorism (AT) and Risk Management (RM) Programs for compliance with Army regulations, DoD directives, and IMCOM guidance.
  • Review threat assessments, vulnerability assessments, and installation risk assessments.
  • Assess Antiterrorism plans, protective measures, and Force Protection implementation.
  • Evaluate Random Antiterrorism Measures (RAMs) and Force Protection Condition (FPCON) implementation.
  • Assess installation risk management methodologies, risk registers, and risk mitigation strategies.
  • Evaluate the integration of Risk Management principles across the Army Protection Program (APP).
  • Review AT training, awareness programs, and risk management education initiatives.
  • Evaluate coordination between Antiterrorism, Mission Assurance, Emergency Management, Physical Security, and Law Enforcement programs.
  • Identify protection vulnerabilities, evaluate operational risks, and recommend risk-based mitigation strategies.
  • Develop corrective action recommendations that improve installation protection, resilience, and mission readiness.

Requirements

Required Qualifications

  • Education: Bachelor's degree in Criminal Justice, Homeland Security, Security Management, Engineering, Military Science, Emergency Management, or a related discipline. Additional military police, Federal law enforcement, or senior DoD experience may be substituted for education requirements where contractually permissible.
  • Experience supporting Army or DoD Antiterrorism (AT) and Risk Management (RM) programs.
  • Experience with Force Protection planning, implementation, and compliance.
  • Experience conducting threat, vulnerability, and risk assessments.
  • Experience applying Operational Risk Management (ORM) principles and risk mitigation strategies.
  • Experience conducting inspections, assessments, and regulatory compliance evaluations.
  • Experience reviewing Antiterrorism plans, Force Protection Conditions (FPCONs), and Random Antiterrorism Measures (RAMs).
  • Experience integrating Antiterrorism and Risk Management with Army Protection Program (APP) disciplines.
  • Experience preparing executive reports, briefing senior leaders, and presenting assessment findings.
  • Experience developing corrective action recommendations and monitoring implementation.
  • Required Certifications: Active Secret Security Clearance; DoD Cyber Awareness Training; OPSEC Level I; Antiterrorism Level I Awareness; FEMA ICS 100, ICS 200, ICS 700, and ICS 800.
  • Clearance Level Required: Active Secret (Top Secret eligibility preferred)
  • Preferred Qualifications
  • Preferred Certifications: Level II Antiterrorism Officer Certification; Army Composite Risk Management or Operational Risk Management (ORM) training; Certified Protection Professional (CPP); Physical Security Professional (PSP); Lean Six Sigma Green Belt; Top Secret clearance or eligibility.

Physical Requirements and Work Environment

  • Work is performed in both office and field environments, including on-site assessments at Army installations. Must be able to walk, stand, and stoop for extended periods while touring facilities and grounds, and occasionally lift up to 25 lbs. Ability to work outdoors in varying weather conditions during site assessments.

Travel

  • Extensive travel required (up to 75%) to conduct antiterrorism and risk management assessments at Army installations across CONUS.
