Supervisory Responsibilities: This position supervises the AML/CFT function. In addition, this role will recruit, train, and hire experts in AML/CFT, OFAC/Sanctions, and USA Patriot Act Compliance.
Summary: The AML/CFT Manager leads the FIU’s day-to-day anti-money laundering operations, ensuring that alerts, referrals, investigations, and regulatory reporting are handled accurately, consistently, and within applicable deadlines. The Manager translates approved policies into effective workflows, well-supported decisions, and documented controls that help identify and escalate potential financial crime.
Essential Duties and Responsibilities:
- Manage daily AML alert, referral, investigation, and reporting queues within Verafin and related workflows. Establish risk-based priorities, assignment standards, service expectations, and escalation procedures; monitor aging and deadlines, resolve bottlenecks, and escalate capacity or control concerns promptly.
- Supervise, coach, and evaluate the AML/CFT team. Set performance expectations that balance quality and productivity; oversee staffing, workload allocation, cross-training, succession coverage, and individual development.
- Oversee consistent review of transaction-monitoring alerts and internal referrals. Ensure staff evaluate relevant customer information, activity patterns, and supporting records; document clear closure rationales; and escalate matters requiring investigation or immediate protective action to the appropriate owner.
- Direct risk-based investigations of potentially suspicious activity, including complex customer relationships and transaction patterns. Establish appropriate investigative scope, ensure relevant history and related parties are considered, and require evidence-supported conclusions and timely case disposition.
- Review Suspicious Activity Report (SAR) recommendations, no-file decisions, narratives, and supporting documentation within delegated authority. Ensure conclusions are supported and narratives are clear, complete, and consistent with the evidence.
- Oversee Currency Transaction Report (CTR) preparation, review, authorized filing, acknowledgment reconciliation, and correction workflows. Ensure staff investigate missing or inconsistent transactions and customer information, evaluate aggregation under approved procedures, and maintain supporting records and assigned exemption-review processes.
- Maintain clear operating procedures, job aids, and escalation guidance for assigned functions. Partner with the designated BSA Officer and Compliance to implement approved policy or regulatory changes; train staff on typologies, investigative standards, reporting quality, and confidentiality expectations.
- Report to the FIU Director on queue volumes and aging, deadline exposure, case and reporting timeliness, quality defects, rework, and staffing capacity. Explain material trends and root causes, recommend corrective action, and avoid productivity targets that compromise investigative judgment or reporting quality.
- Provide operational requirements and feedback to the FIU Systems & Projects Manager and FIU Compliance and Risk Manager. Identify data gaps, scenario issues, workflow defects, and emerging typologies; support testing, tuning assessments, and release readiness without independently changing production thresholds or bypassing change controls.
- Maintain a requisite knowledge of USA Patriot Act, AML/CFT rules, OFAC/Sanctions requirements, US Treasury and FinCEN reporting requirements.
- Manage assigned daily sanctions and watchlist-screening queues, including potential-match research, disposition documentation, and urgent escalation. Coordinate potential true matches with the designated sanctions decision-maker and appropriate operational teams; ensure any restrictions, reporting, or other actions follow approved authority and procedures.
- Support audits, examinations, and management quality-control reviews with accurate records and explanations of operating controls. Own remediation for assigned findings, address root causes, track action plans and deadlines, and provide evidence for appropriate closure review.
