Position Summary
MILVETS Systems Technology, Inc. is seeking a qualified Alternate Contractor Quality Control (CQC) System Manager to support the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades project at the Brooklyn VA Medical Center.
The Alternate CQC System Manager serves as the designated backup to the Contractor Quality Control System Manager and assumes full responsibility for administering the Contractor Quality Control Program whenever acting in that capacity. The Alternate must be fully qualified to perform all quality control duties and possess the authority necessary to ensure contract compliance throughout the project.
This position requires daily field involvement and close coordination with project management, subcontractors, Government representatives, testing agencies, and inspection personnel.
Primary Responsibilities
The Alternate CQC System Manager will:
- Assist with implementation of the Contractor Quality Control Plan.
- Support management of project quality documentation and CQC records.
- Participate in Preparatory, Initial, and Follow-Up inspections.
- Monitor construction activities for compliance with contract requirements.
- Coordinate inspections, testing, and quality activities with project stakeholders.
- Track deficiencies and verify corrective actions.
- Assist with daily QC reporting and photographic documentation.
- Support commissioning, testing, turnover documentation, and project closeout.
- Perform all duties of the CQC System Manager when designated.
Authority
When serving as the acting CQC System Manager, the Alternate has full authority to:
- Inspect work for compliance.
- Reject nonconforming work or materials.
- Require corrective actions.
- Stop work when necessary.
- Prevent concealment of work before inspection.
- Verify readiness for Government inspection and acceptance.
Required Qualifications
Applicants must possess:
- Degree in Construction Management or related field with at least five years of construction experience.
- Current Construction Quality Management (CQM) for Contractors certification or ability to obtain it within the required timeframe.
- OSHA 30-Hour Construction Safety Outreach certification (within the past five years).
- Experience supporting quality control on federal, healthcare, VA, electrical, telecommunications, or infrastructure projects.
- Experience with the three-phase quality control process.
- Knowledge of required federal QC documentation.
- Ability to read plans, specifications, RFIs, submittals, and manufacturer requirements.
- Strong organizational, communication, and documentation skills.
Preferred Qualifications
Preference will be given to candidates with:
- Previous VA Medical Center projects.
- VA EHRM infrastructure experience.
- Occupied healthcare construction experience.
- Division 26, 27, 28, 31, and 32 construction experience.
- Familiarity with TIA, BICSI, NEC, NFPA, OSHA, EM 385-1-1, and VA standards.
- Experience using Microsoft Office, SharePoint, Bluebeam, Procore, and similar project management software.
Work Environment
This position is performed onsite at the Brooklyn VA Medical Center and requires daily field inspections in active construction and healthcare environments. The successful candidate must be able to coordinate construction activities while complying with VA safety, infection control, security, and patient-care requirements.
