Job Description:

Summary: Provide subject matter expertise in support of overseas operations by accounting for, maintaining, issuing, and destroying COMSEC material & equipment to ensure secure interoperability at designated overseas locations. Personnel will also provide formal and informal training to component personnel on the operation, handling, and management of COMSEC equipment and associated systems.

Essential Duties & Responsibilities: 

  • Manage the U.S. /FMS COMSEC account. Perform duties related to the receipt, custody, issue/distribution, safeguarding, accounting, and when necessary, destruction of classified and non-classified U.S. Government provided COMSEC Type 1 cryptographic devices and keying material (KEYMAT) as well as all COMSEC equipment.
  • Responsible for the maintenance of up-to-date records and the submission of all required accounting reports. Be thoroughly familiar with the procedures for handling COMSEC material.
  • In fulfilling responsibilities, the COMSEC Manager will perform the following duties:
    • Protect COMSEC material and limit access to individuals with a valid need-to-know and clearance. 
    • Keep informed of any new requirements or modifications to existing requirements to be serviced by the COMSEC Account
    • Receive, receipt for, and ensure the safeguarding and accounting of all COMSEC material issued to the COMSEC Account.
    • Maintain COMSEC accounting and related records as outlined in National Security Agency (NSA)/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or the applicable regulations.
    • Conduct an inventory semiannually and upon appointment of a new COMSEC Manager, by physically sighting all COMSEC material charged to the account and reconcile this inventory with the NSA Central Office of Record (COR). 
    • The contractor must also successfully pass an annual audit performed by the lead U.S. Combatant Command (COCOM) COMSEC Manager or a designated representative. 
    • Perform routine destruction of COMSEC material when required or affect other disposition of material as directed by the NSA COR or Controlling Authority. 
    • Submit transfer, inventory, destruction, and possession reports when required.
    • Inspect the implemented protective technologies upon initial receipt, during each inventory and prior to each use.
    • Ensure the prompt and accurate entry of all amendments to COMSEC publications held by the account.
    • Ensure physical inspections and required page checks are accomplished on all keying material and publications received, returned, transferred, destroyed, during change of Manager, and when posting amendments which include replacement pages to ensure completeness of each publication as specified in NSA/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or applicable regulations.
    • Ensure all accountable COMSEC material shipped outside of the account’s organization is packaged and shipped as specified in NSA/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or the applicable service regulations. Ensure all material received is inspected for evidence of tampering. If the COMSEC account is so large as to prevent the COMSEC Manager from personally checking security packaging and markings, performing page checks and posting amendments, these actions may be performed by properly cleared and authorized individuals, who have been properly instructed by the COMSEC Manager. 
    • Be aware at all times of the location of every item of accountable COMSEC material held by the account and the general purpose for which it is being used.
    • Establish procedures to ensure strict control of all keying material operationally required when turned over from one shift to another or from one individual to another.
    • Ensure appropriate COMSEC material is readily available to properly cleared and authorized individuals as required by duty. Managers must verify individuals are cleared to the level of the material being issued. Issue material to users by means of a hand receipt, and brief recipients of their responsibility for safeguarding the material until it is returned to the Manager, in accordance with NSA/CSSPM 3-16, Security Doctrine 1 and NSTISSI 4000 series instructions, or applicable regulations.
    • Perform semi-annual security audits and coordinated periodic inspections of units that use and operate U.S. Government provided COMSEC material and equipment.
    • Serve as liaison between the U.S. /FMS COMSEC account, Coalition COMSEC accounts, and U.S. Government organizations, agencies, and COMSEC accounts. 


Requirements:

  • Shall be a graduate of formal COMSEC training prior to assignment and successfully complete the required NSA COMSEC certification course (typically a three (3) day course) within six (6) months of appointment as an FMS COMSEC Manager.
  • Must possess a minimum of two (2) years of overseas experience serving in a COMSEC Manager or COMSEC Custodian role supporting operational or FMS environments. 
  • Must maintain an active CompTIA Security+ certification or equivalent DoD 8140-compliant cybersecurity certification to support information assurance and COMSEC security requirements. 
  • Must be fluent in Spanish, with the ability to communicate effectively in both written and verbal formats to support Host Nation coordination, training, and operational COMSEC support activities.

Security Requirements:

  • Must have an active Secret Clearance or higher. 
  • Must be U.S. Citizens.
  • Must possess a valid passport with a minimum of twelve (12) months of remaining validity at time of travel and throughout overseas assignment requirements. 
  • Must have never been convicted of a felony.
  • Must be willing to submit to and pass a random drug screening.

Skills:

  • Support FMS and DoD communications security operations by coordinating with program offices, partner nations, COMSEC custodians, and government agencies to ensure compliance with security assistance and COMSEC policies.
  • Develop, prepare, and deliver COMSEC training to Host Nation hand receipt holders and COMSEC Responsible Officers to ensure proper understanding of accountability procedures, equipment handling, and cryptographic security requirements. 
  • Manage COMSEC accounts and maintain accountability of classified cryptographic material, Controlled Cryptographic Items (CCI), and associated documentation in accordance with National Security Agency and DoD regulations. 
  • Perform secure download, transfer, and management of electronic keying material using the AN/PYQ-10A(C) Simple Key Loader (SKL), including TRKEK fill operations and associated COMSEC procedures. 
  • Load and verify Mode V Identify Friend or Foe (IFF) parameters across multiple platforms in accordance with established cryptographic and operational requirements. 
  • Support Embedded GPS/INS (EGI) Navigation System configuration and cryptographic loading procedures to ensure system readiness and mission assurance. 
  • Execute Global Positioning System Selective Availability Anti-Spoofing Module (GPS SAASM) loading and validation procedures to maintain secure and accurate positioning capabilities. 
  • Conduct Over-the-Air Transfer (OTAT) operations for electronic key distribution in compliance with COMSEC policies and secure transmission protocols. 
  • Load and maintain Mode IV IFF cryptographic parameters and support Global Positioning System Precise Positioning Service (GPS/PPS) keying and configuration requirements across operational platforms. 
  • Possess extensive hands-on experience with COMSEC equipment including KIV-77, KIV-78, SY-100 secure voice modules, KY-100M secure voice devices, ARC-210D and ARC-231 airborne radios, IPS-250/250X, KG-250X encryptors, PRC-117F/G, and PRC-152 tactical radios. 
  • Perform loading, transfer, and verification of black and red cryptographic keys using approved fill devices, fill cables, and key management procedures. 
  • Execute full-spectrum cryptographic key management operations including receipt, transfer, inventory, reconciliation, destruction, and safeguarding of electronic and physical keying material. 
  • Maintain operational proficiency in Electronic Key Management System (EKMS) procedures and Key Management Infrastructure (KMI) operations supporting COMSEC accountability and key distribution requirements. 
  • Utilize COMSEC management applications including Cards Solitaire – COMSEC Managers Handheld PC (RUIO-11-RM028) and Intermediary Application (iApp) software for key management, account administration, and device support functions. 
  • Conduct COMSEC inventories, audits, and reconciliations to ensure accountability accuracy and inspection readiness of all assigned COMSEC assets and cryptographic equipment. 
  • Coordinate secure transportation, storage, and handling of COMSEC material and CCI devices in accordance with NSA, DoD, and customer security requirements. 
  • Investigate, document, and report COMSEC incidents, discrepancies, and security violations while implementing corrective actions to maintain compliance and operational integrity. 
  • Apply comprehensive knowledge of TEMPEST, INFOSEC, and communications security principles to support secure operational environments and protection of classified information systems. 
  • Provide technical support and training to personnel on COMSEC procedures, secure communications equipment operation, cryptographic loading procedures, and accountability requirements. 
  • Demonstrate proficiency in Microsoft Office applications including Outlook, Excel, PowerPoint, and Word to support COMSEC documentation, reporting, tracking, and mission coordination. 

Physical Requirements:

  • Must be able to sit, bend, reach, stoop, squat, stand, and walk for extended periods in support of operational COMSEC activities and equipment handling requirements.
  • Must be able to lift, carry, and/or move equipment or materials weighing up to 50 pounds.

 

Communication:

  • Excellent customer service via phone and face to face conversation, excellent written and oral command of English.
