Job Description:

JOB SUMMARY

  • The AI and Automation Specialist is responsible for identifying, designing, implementing, and supporting technology solutions that improve operational efficiency, reduce manual work, and enhance service delivery across County departments. The position develops automated workflows, system integrations, artificial intelligence solutions, and data-driven tools using approved cloud, on-premises, and software-as-a-service platforms.

  • This position works directly with County departments to evaluate business processes, identify opportunities for improvement, document requirements, and translate operational needs into secure, sustainable technology solutions. The AI and Automation Specialist also assists with the responsible adoption of artificial intelligence by supporting use-case evaluation, solution testing, documentation, governance, training, and performance measurement.

  • The position requires a combination of technical knowledge, business analysis, project coordination, and the ability to communicate effectively with both technical and non-technical stakeholders.

  • This position is deemed essential and may be required to work during inclement weather, natural disaster, other emergency situations and/or when the County offices are officially closed.

REPORTING RELATIONSHIPS

ESSENTIAL JOB FUNCTIONS

  • Meet with County departments to evaluate business processes, identify inefficiencies, document requirements, and recommend opportunities for automation, integration, or artificial intelligence.

  • Design, develop, test, deploy, and maintain automated workflows using approved platforms such as N8N, Make.com, Microsoft Power Automate, Azure services, or comparable automation technologies.

  • Develop integrations between County applications, databases, cloud services, file systems, and software-as-a-service platforms using APIs, webhooks, data connectors, scripts, and other integration methods.

  • Design and support artificial intelligence solutions that assist with document processing, information retrieval, data classification, content generation, knowledge management, customer service, and administrative decision support.

  • Configure and maintain integrations with Microsoft 365, Azure, Workday, SharePoint, approved AI services, and other County enterprise applications.

  • Develop solutions that automate repetitive administrative processes, data entry, notifications, approvals, document routing, reporting, and information exchange between departments and systems.

  • Create process maps, workflow diagrams, technical specifications, data mappings, test plans, operating procedures, and support documentation.

  • Perform testing and quality assurance to verify that automated workflows, integrations, and AI solutions operate accurately, securely, and reliably.

  • Monitor production automations and integrations, investigate failures, correct errors, and improve solution performance and reliability.

  • Establish appropriate logging, alerting, exception handling, access controls, and recovery procedures for automated processes.

  • Assist departments with developing business cases and measurable objectives for proposed automation and AI initiatives.

  • Track and report solution outcomes, including time savings, cost reductions, error reductions, adoption, transaction volumes, and service-delivery improvements.

  • Support the County’s AI governance process by assisting with use-case reviews, risk assessments, privacy evaluations, testing, documentation, and compliance with County policies.

  • Ensure solutions comply with County cybersecurity, privacy, records retention, accessibility, procurement, and data-governance requirements.

  • Evaluate the accuracy, reliability, security, and appropriateness of AI-generated outputs and implement appropriate human review and approval controls.

  • Assist with the administration and support of approved automation, integration, and artificial intelligence platforms.

  • Develop reusable templates, connectors, workflows, components, and technical standards to improve consistency and reduce duplication.

  • Provide training, demonstrations, technical assistance, and documentation to County employees using automation and AI-enabled solutions.

  • Collaborate with Information Technology staff responsible for cybersecurity, infrastructure, applications, data, web services, records management, and technical support.

  • Coordinate with software vendors and consultants when implementation or troubleshooting requires external technical assistance.

  • Research emerging automation, artificial intelligence, integration, and data technologies and recommend practical applications that support County operations.

  • Assist with pilot programs and proof-of-concept projects before solutions are approved for broader production use.

  • Participate in project planning, change management, user acceptance testing, deployment, and post-implementation support.

MINIMUM QUALIFICATIONS 

  • Associate degree from an accredited college or university in information technology, computer science, information systems, business analytics, data science, software development, or a related field; and three years of progressively responsible experience in application support, workflow automation, systems integration, software development, business analysis, data analytics, or a related technology field. or

  • Any equivalent combination of education, training, certifications, and relevant professional experience may be considered

KNOWLEDGE, SKILLS AND ABILITIES

  • Business process analysis and workflow improvement.

  • Workflow automation and integration platforms.

  • REST APIs, web services, webhooks, JSON, XML, and common data exchange methods.

  • Artificial intelligence concepts, including generative AI, large language models, prompt design, retrieval-augmented generation, document intelligence, and responsible AI practices.

  • Microsoft 365, SharePoint, Azure, Power Platform, or comparable enterprise platforms.

  • Database concepts, structured data, data transformation, and systems integration.

  • Software development lifecycle practices, including requirements gathering, testing, deployment, documentation, and ongoing support.

  • Information security, privacy, identity management, access controls, and data-governance principles.

  • Ability to communicate effectively with customers, peers, and policy-making bodies within the County.

  • Complete job responsibilities under privacy guidelines such as the County Information Security Policy, HIPAA and CJIS

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES
  • A valid driver's license is required.  Since local travel is called for on a daily basis, the ability to operate and drive a vehicle is required.

  • Candidate must pass a criminal background check.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
  • Operate standard office equipment

  • Sitting long periods of time in an office environment

  • Occasionally moving computers

  • Occasionally lifting up to 30 pounds

  • Frequent travel to various County-owned and leased facilities.

Skills Required

  • Associate degree in IT, computer science, information systems, business analytics, data science, software development, or related field (or equivalent)
  • Three years progressively responsible experience in application support, workflow automation, systems integration, software development, business analysis, or data analytics (or equivalent)
  • Experience with workflow automation platforms (N8N, Make.com, Microsoft Power Automate or comparable)
  • Experience with Azure services and Microsoft Power Platform
  • Experience integrating applications using REST APIs, webhooks, data connectors, JSON, and XML
  • Experience with Microsoft 365, SharePoint, and Workday integrations
  • Knowledge of AI concepts including generative AI, large language models, prompt design, RAG, and document intelligence
  • Understanding of database concepts, data transformation, and systems integration
  • Familiarity with software development lifecycle practices, testing, deployment, and documentation
  • Knowledge of information security, privacy, identity management, access controls, HIPAA and CJIS requirements
  • Valid driver's license and ability to operate a vehicle for local travel
  • Must pass a criminal background check
