We’re looking for someone who’s organized and a strong communicator to develop, analyze and manage agreements with local governments, federal agencies and other partners. In this role, you'll create legally binding documents that help move construction and transportation projects forward. You'll work closely with internal teams and external partners to ensure clarity, accuracy and alignment with agency goals. From outlining payment schedules to defining services, your work will directly impact projects in the Statewide Transportation Improvement Program (STIP) and beyond. A day in the life:
Develop intergovernmental, interstate and interagency agreements and amendments.
Analyze documents for potential risks and legal issues and determine when legal or internal reviews are needed.
Resolve conflicts by partnering with technical experts.
Provide recommendations to region management to ensure accuracy and completeness.
Provide expert guidance on laws, regulations and policies.
Answer questions in person, by phone, by video conference, in writing and through meeting presentations.
Maintain and update the inventory and ensure proper filing.
Meet weekly with project teams to review and update statuses.
Assist with Statewide Transportation Improvement Program (STIP) development, budgeting, and participate in regional work groups.
Requires in state travel and occasional overtime.
Hybrid work options available – the person in this position will need to be in the office a few times per month.

Comprehensive and equitable base salary offer within the listed range. Through an equal pay assessment, we will determine the salary offer using the information you provide in your submitted application materials. The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%.

Minimum qualifications:
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.
OR
A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.
OR
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.
Special qualifications:
Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.
