Job Description: (Contingent Upon Award)
We are seeking a highly experienced Agile Program Manager (PM) to lead a large-scale digital modernization project for the U.S. Army. The PM will serve as the primary point of contact for the Government Task Monitor (GTM) and Contracting Officer’s Representative (COR), ensuring contract success and stakeholder alignment. This individual will oversee Agile software development teams, drive DevSecOps practices, and deliver secure, scalable, and innovative technology solutions in support of mission-critical objectives.
Basic Requirements:
- B.S Degree
- 5+ years of experience leading successful Agile development teams.
- 3+ years of experience delivering solutions in a DevSecOps environment.
- 5+ years of supervisory experience managing diverse teams in efforts similar in size and scope.
- 5+ years managing the full Agile software development lifecycle with frequent production deliveries.
- 5+ years researching and implementing innovative technologies.
- Agile Certification (Scrum Master, SAFe, or equivalent)
Additional Qualifications:
- Experience in Federal or Defense contracting environments, including direct interaction with GTMs and CORs.
- Strong background in Agile at scale frameworks (SAFe, LeSS, or similar).
- Familiarity with security compliance frameworks relevant to government systems.
- Proven track record of stakeholder engagement and executive-level communication.
- Advanced degree in Computer Science, Engineering, or related field
Responsibilities:
- Act as the single point of contact for GTM and COR regarding contract execution and program performance.
- Provide overall leadership and management of contract operations, ensuring timely and high-quality delivery.
- Oversee Agile development teams delivering solutions across multiple labor categories and technical disciplines.
- Lead the implementation of Agile at scale and DevSecOps practices, including CI/CD pipelines, secure coding, and frequent production deployments.
- Manage the entire Agile software development lifecycle, from requirements through production release.
- Introduce and integrate emerging technologies to modernize Army digital systems and processes.
- Ensure compliance with Federal standards, Army cybersecurity requirements, and program governance.
- Develop and present status reports, risk assessments, and technical recommendations to senior Army stakeholders.
- Supervise and mentor diverse team members, fostering a culture of collaboration, accountability, and continuous improvement.
