Job Summary:
This position provides knowledge, support and consultation to site managers and staff, regarding current regulations, rules and statutes pertaining to properties subject to Housing and Urban Development (HUD) and Rural Development (RD) compliance. Requires the ability to consult site managers and staff on how to meet and maintain site HUD and RD compliance. Limited travel required.
Essential Job Duties and Responsibilities:
- Enforce policy and procedures consistent with determining household eligibility as established with HUD and RD housing programs
- Conduct phone instructions regarding regulations for administrative site employees to ensure compliance with HUD and RD programs
- Provide support for administrative employees interpreting and explaining HUD and RD program regulations. Provide direction and answer questions relating to program compliance issues
- Assist with conversion of software and providing on site and phone support. Instruct field staff on use of software and proper data entry procedures
- Process travel expense reports and purchase orders as necessary
- Process Utility Analysis requests on Section 8 properties
- Assist in updating in house compliance manuals per current regulations and statutes
- Maintain files on EIV User Authorizations and training certificates and MINC user access
- Assist with monthly balancing /processing of HUD Vouchers and RD project worksheets, monthly balance utility reimbursement liability, HAP payment discrepancies, rent increases in OneSite, void check request, subsidy paybacks and monthly utility reimbursement downloads
- Prepare forms and upload to OneSite
- Process travel expense reports and purchase orders as necessary
- Other assignments as needed to meet the needs of the department and business
Knowledge, Skills and Abilities (KSAs):
- Operate Office Equipment computer, adding machine, copier, scanner
- Basic knowledge of Word and Excel
- Work under multiple time constraints
- Travel limited at times and on short notice
Education and Experience:
- Minimum High School Diploma or GED equivalent. Associates Degree preferred
- Have a current COS (Certified Occupancy Specialist) or occupancy specialist designation
- One to two years experience in tenant compliance/certification for federal programs
Physical Demands:
- Ability to read, write, compute basic math
- Work with a computer for a minimum of seven hours daily either standing or sitting
- Flexibility and ability to travel; at times, extensively and on short notice
- Communicate effectively both verbally and in writing with superiors, colleagues, and individuals inside and outside the Company
Skills Required
- High School Diploma or GED minimum
- Associates Degree
- Certified Occupancy Specialist (COS) or occupancy specialist designation
- One to two years experience in tenant compliance/certification for federal programs (HUD/RD)
- Familiarity with OneSite (preparing forms and uploads)
- Maintain files and user access for EIV and MINC
- Basic knowledge of Microsoft Word and Excel
- Ability to read, write, and perform basic math; communicate effectively in writing and verbally
- Ability to work with a computer for a minimum of seven hours daily
- Ability and flexibility to travel, sometimes on short notice
