Advisor, Supply Chain Intelligence and Strategic Initiatives
Join us and be the driving force behind strengthening public health supply chains across the Americas
The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking an experienced, results-oriented and strategic Advisor, Supply Chain Intelligence and Strategic Initiatives to support the modernization and strengthening of health technology supply chain systems through the PAHO Regional Revolving Funds (RRF).
Under the general supervision of the Executive Manager, Special Program, Regional Revolving Funds (RRF), and the direct supervision of the Chief, Strategic Fund for Public Health Supplies (RRF/SF), the selected candidate will:
• Lead the development of integrated supply chain management (SCM) strengthening roadmaps and barrier-to-access diagnostics to improve access to health technologies across Member States.
• Coordinate cross-departmental processes and digital integration efforts to align programmatic priorities with national plans and strengthen supply chain performance.
• Analyze national information ecosystems and contribute to the development of regional data interoperability and visibility frameworks that connect Member State and PAHO platforms.
• Establish data standards, reporting protocols, dashboards, and intelligence products that support evidence-based decision-making and performance monitoring across supply chains.
• Promote institutional learning through knowledge-sharing initiatives, communities of practice, case studies, and advocacy efforts that strengthen supply chain management throughout the Region.

What is required for this position?
Education
A bachelor’s degree in business administration, engineering, supply chain management or any other field related to the functions of the post and a master’s degree in business administration, management, supply chain management, public administration, public health or related field from a recognized institution.
Experience
Nine years of combined national and international experience working in public health supply chain management functions in Pharma, biotech, health commodities, with significant exposure to supply chain strategy, development/implementation, or supply chain operations together with logistics management information systems.
Languages
Fluency in Spanish or English with a working knowledge of the other. Knowledge of French and/or Portuguese would be an asset.
IT Skills
Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. Other IT skills and knowledge of other software programs, such as Power BI and SQL, would be an asset.

• Strong knowledge of public health supply chain management, logistics management information systems, forecasting, demand planning, and health technology management.
• Strategic thinking, analytical skills, and the ability to assess, synthesize, and provide recommendations on complex technical and policy issues.
• Knowledge and experience in digital health, data standards, interoperability, master data governance, analytics, and performance intelligence.
• Ability to manage multiple priorities and work effectively in complex organizational environments.
• Knowledge of strategic planning, resource allocation, leadership, and organizational management principles.
• Managerial skills for developing, implementing, and evaluating technical cooperation programs and activities.
• Strong oral and written communication skills, including the preparation of reports, presentations, and technical documents.
• Proven ability to coordinate across programs, institutions, and stakeholders to achieve shared supply chain objectives.
• Ability to translate strategic and operational improvements into practical guidance, case studies, and decision-support products.
Duration of Contract
This is an initial 11-month assignment, with possibility of extensions, subject to satisfactory performance and funding availability.
