POSITION SUMMARY: 

 

The Administrative and Procurement Associate will support the Grants, Finance and Operations Manager in the implementation of projects implemented by the Winrock International Office in the Kyrgyz Republic. This includes the USAID-funded Safe Migration in Central Asia – Kyrgyz Republic project. The goal of the project is to strengthen the mutual accountability of all stakeholders to become more self-reliant in efforts to prevent trafficking in persons (TIP), protect survivors, and promote safe migration processes in the Kyrgyz Republic. The Administrative and Procurement Associate will ensure compliance and proper documentation of all steps in procurement, travel and other administrative tasks, including solicitations, delivery, field installation and inspection, payment initiation, inventory control, and provide administrative and office management support.  

 

This position is contingent upon receipt of donor funding. 

 

ESSENTIAL RESPONSIBILITIES: 

 

  • Manage and process project procurements in accordance with U.S. government rules and regulations and Winrock procedures and policies, including coordination of purchase requisitions, preparation of requests for quotation documents, receiving and reviewing of quotes, evaluations and selection recommendations, due diligence, preparation of purchase orders/service agreements, execution of payments.  
  • Lead procurement of goods and services in implementing project activities;  
  • Oversee and manage office supply stocks, and maintain office infrastructure;  
  • Prepare and maintain inventory and submit to HO monthly;  
  • Maintain procurement tracker and vendor/consultants contacts.  
  • Assist Country Director and Program Staff in procuring local consultants (drafting contracts for local experts and consultants)  
  • Provide logistical support by coordinating project related trainings, workshops and events.  
  • Facilitate logistics for visiting Winrock International staff and project partners during trips for in-country workshops and other events; 
  • Assist staff with travel arrangements (ordering and purchase of air tickets, accommodation arrangements, revision of TA, travel expenses and other forms per local requirements); 
  • Publicize procurement, grant and HR and consultancy opportunities, and support collection of applications and selection processes; 
  • Maintain updated and accurate financial and administrative filing system; 
  • Support project staff in maintaining files in the project collaborative site and the Official Project Filing (OPF) database; 
  • Other duties as assigned. 

 

QUALIFICATIONS AND BACKGROUND: 

 

  • Bachelor’s degree in Business Administration, Finance, or related field;  
  • A minimum of two years’ experience in procurement and providing administrative support to development projects;  
  • Experience in a USAID or other international donor project highly preferred; 
  • Sound knowledge of procurement regulations and procedures of international organizations; 
  • Excellent interpersonal skills and ability to be flexible, responsive, and confident in interfacing with staff members and external stakeholders to accomplish tasks 
  • Strong problem-solving skills and sense of responsibility in seeing tasks through to completion 
  • Excellent working knowledge of office software packages including Microsoft Outlook & Teams, Excel, Word, SharePoint, and PowerPoint 
  • Good attention to detail, ability to organize, and to meet deadlines 
  • Excellent written and oral communication skills in Kyrgyz and English required
