We are seeking an accomplished, highly strategic Acquisition and Program Management Analyst - Subject Matter Expert to provide agency-wide advisory and programmatic support for our Missile Defense Agency (MDA) client located at Ft Belvoir, VA. This critical role serves as a trusted advisor to senior executives, driving high-visibility decisions across the complete acquisition lifecycle for major weapon systems and services. 

As a foundational pillar of the program, you will actively direct the agency's governance boards—serving as the official Acquisition Strategy Panel (ASP) secretariat, delivering critical support to the Acquisition Strategy Board (ASB), and safeguarding source-selection-sensitive data. This unique, executive-facing portfolio perfectly bridges high-level strategic planning with hands-on operational excellence. You will balance complex defense strategy product formulation, workflow optimizations, and headquarters briefings with vital stakeholder engagement across the defense industrial base and other government agencies. This role requires personnel to have an Active Secret Clearance.

Work Location: This position is performed on-site at Ft Belvoir, VA. Regular on-site attendance is required to support customer and contract requirements. Telework may be available based on contract requirements and customer approval.

Key Responsibilities

  • Provide agency-wide and program-specific expert advice, analysis, and support to MDA Acquisitions and Programs.
  • Conduct comprehensive programmatic and acquisition analysis across the entire lifecycle for both major weapon systems and services.
  • Ensure all overarching acquisition strategies are thoroughly prepared and optimized for formal review before Acquisition Strategy Panels (ASP) and Acquisition Strategy Boards (ASB).
  • Direct core acquisition functions, including program baseline support, acquisition risk management, and comprehensive acquisition planning.
  • Perform a wide range of advanced analytical and support tasks to enable data-driven decision-making for senior leadership regarding acquisition and contracting operations.
  • Advise leadership on, and execute, complex special projects and ad-hoc analytical reports as required.
  • Conduct business process analysis to identify gaps and implement strategic workflow improvements.
  • Serve as the official ASP secretariat and deliver critical support to the ASB alongside broader MDA Boards.
  • Maintain the definitive master library of all ASP and ASB briefings, formal decisions, and supporting data, ensuring strict handling of source-selection-sensitive information.
  • Author and present complex written, verbal, and visual briefing materials specifically tailored in support of MDA headquarters staff.
  • Provide high-level support for senior leader internal and external communication forums, coordinate briefings, and oversee organization-wide initiatives.
  • Support and coordinate high-visibility engagements with external defense industry partners and other government agencies.
  • Deliver weekly reports for senior executives, manage meeting minutes, collect executive read-ahead packages, and lead pre-meeting preparations.
  • Manage and operate the official agency action tracker to ensure tasks are monitored and driven to completion.
  • Oversee document tracking, manage deadline suspenses, prepare status reports, and execute internal reviews of acquisition and contracting documents.

Qualifications

  • Bachelor’s degree in Business Administration, Business Management, or a closely related field.
  • Must possess and maintain an Active Secret Clearance.
  • Minimum of 15 years of direct experience supporting Major Defense Acquisition Programs (ACAT I/II) as a Program Manager (PM) or Deputy Program Manager (DPM).
  • Proven track record of senior-level oversight managing program cost, schedule, and performance across complex lifecycles.
  • Direct experience authoring and coordinating comprehensive milestone decision packages, or equivalent documentation for a Milestone Decision Authority (MDA).
  • Demonstrated success preparing and defending overarching acquisition strategies tailored for formal reviews before the Acquisition Strategy Panel (ASP) and Acquisition Strategy Board (ASB).
  • Hands-on proficiency reviewing, processing, and refining core defense strategy products and documentation.

Preferred Qualifications

  • Previous DAWIA Certification Level III in Program Management or equivalent.
Compensation and Benefits

The estimated compensation range for this position is between $227,000 - $250,898 annually.  Actual salary for these positions will be determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
