Job Description
The Safeguards & Security Group Manager is seeking a skilled and proactive Access Control Supervisor to lead and manage the daily operations of NREL’s site access functions. This critical role ensures the safety and security of the facility by overseeing access control protocols for staff, visitors, and contractors and also manages the lock and key program. The successful candidate will lead a dedicated team of staff members who serve as the first line of defense in maintaining a secure laboratory environment.
Responsibilities:
Team Leadership:
- Lead, train, and mentor a team of Access Control Specialists to maintain consistent and high-quality operations.
- Create and manage staff schedules to ensure adequate coverage.
- Conduct performance evaluations, provide constructive feedback, and address any disciplinary issues as needed.
- Serve as a backup resource for all Access Control team functions, stepping in as needed to assist with staff shortage/absences.
Operations Management:
- Supervise and manage the Access Control, and Key and Core Program, with direct accountability for operational performance and group functions.
- Oversee daily operations of up to five or more site/building access-controlled areas, ensuring seamless and secure access.
- Verify personnel and visitor identification to ensure only authorized individuals are granted entry.
- Collaborate closely with the Foreign National Visitor Management (FNVM) team to comply with DOE foreign national visitor requirements.
Policy Expertise & Compliance:
- Maintain in-depth knowledge of Department of Energy (DOE) and laboratory site access policies.
- Serve as a Subject Matter Expert (SME) for site access procedures, participating in reviews and updates to ensure compliance and operational efficiency.
Stakeholder Communication & Representation:
- Cultivate strong relationships with internal and external stakeholders, including DOE, lab personnel, and leadership.
- Coordinate with security personnel and emergency services during critical incidents to ensure swift and effective response.
- Act as a liaison to convey access control policies clearly while fostering positive relationships across departments.
Training & Development:
- Develop and deliver updated access control training for staff to ensure operational consistency.
- Mentor new and existing team members, reinforcing a culture of safety and professionalism.

Basic QualificationsPrevious supervisory experience may be required. Certification and/or degree in specified field may be required.
Knowledge of legal and ethical management issues and practices. Strong understanding of applicable field of expertise.
Strong task management and budgeting skills. Good interpersonal, written and verbal communication skills, problem-solving and negotiation skills. Demonstrated ability to make appropriate decisions regarding day-to-day work activities. Promotes and models ethical and professional interpersonal and business behaviors. Demonstrated ability to effectively lead, motivate and direct personnel with diverse skills, work styles and values.

Additional Required Qualifications
- Background in a security-related field such as homeland security, criminal justice, military with 6-8 years of experience.
- Bachelor’s degree in a related field (or equivalent work experience). Equivalent relevant experience may be substituted for education.
- Strong leadership skills with the ability to effectively manage and motivate a team.
- In-depth understanding of DOE security requirements and access control policies.
- Knowledge and understanding of access control systems, visitor management tools, and lock/key programs.
- Exceptional communication and interpersonal skills to manage stakeholder relationships and resolve conflicts.
- Ability to work effectively under pressure, manage multiple priorities, and make sound decisions in critical situations.
- Experience with training program development and staff mentoring is highly desirable.
- Detail-oriented, with a strong commitment to maintaining a safe and secure environment.
- Professional demeanor with the ability to handle sensitive information discreetly.
- Collaborative mindset with a willingness to foster teamwork and drive continuous improvement.
- Must be proficient with Microsoft Suite.

Annual Salary Range (based on full-time 40 hours per week)Job Profile: Manager I / Annual Salary Range: $73,200 - $120,800
