Job Objective:
Serves as a Pipeline Integrity and Compliance Technician for all Harvest operated assets in Alaska. Coordinates the field implementation of successful 49 CFR regulatory compliance programs to ensure all federal and state regulatory agency requirements are met for Harvest Alaska pipeline assets. The role also assists in supporting the mechanical integrity program including piping, tanks, facility topside structures and associated repairs by performing (or supervising and reviewing) the required testing and nondestructive examinations. The role is also expected to have a strong understanding of Pipeline Facilities and Integrity Management Principles.

Essential Job Responsibilities:

  • Has a strong knowledge of and experience with the following:
    • Federal pipeline safety regulations
    • Alaska state agency regulations
    • Pipeline Facilities and Integrity Management Principles
  • Supports API 510/570/653 (piping, tank, vessels) and topside inspection programs. 
    • Support yearly inspection schedules using PCMS or equivalent database and provide to the Operations team.
    • Perform (or supervise) Inspections (MT/MT/VT/UTT) identified in the yearly inspection schedules and, on existing equipment modifications or repairs.
    • Review (or supervise) inspection results and determine re-inspection dates and/or repair criteria. 
  • Supports Mechanical Integrity Program:
    • Review, manage, and complete the required documentation for inspection, fabrication, and repair of existing equipment. 
    • Update PCMS or equivalent database with the results of inspections and repairs.
    • Review welding procedures and welder qualifications as well as contract NDE procedures and personnel certifications for acceptance.
    • Coordinate contract NDE technicians as required; this includes generating repair requirements and reviewing completed inspection reports by contractors.
  • Support Operations and Maintenance (O&M) Manual, forms, and procedures, including annual reviews and incorporating updates and changes to regulations.
  • Works with Operations to provide the resources and work plans to maintain federal pipeline compliance in areas such as Operator Qualifications and training.
  • Monitor compliance requirements for all assets to recommend corrective action as required.
  • Supports reporting to track, communicate and verify work completion and adherence to regulatory requirements.
  • Communicates regulatory requirements to appropriate internal teams.
  • Remains current regarding the latest developments in new and proposed PHMSA and other state specific pipeline regulations. Organizes and maintains reporting tools to keep management and stakeholders apprised of trending compliance tasks and potential challenges.

Qualifications:

  • Seven (7) years minimum oil and gas, construction, and/or operation of oil and gas pipelines experience.
  • An existing working knowledge of and a substantial prior level of experience/interaction with federal, state and other entities that regulate pipeline assets in the United States.
  • Ability to accurately solve problems and exceptional proficiency in regulatory compliance processes, procedure, protocols, and established practices.
  • Excellent written and verbal communication skills, with specific ability to translate complex data and information into an organized and presentable manner.

Education Requirements:

  • Required: Graduation from a high school or GED equivalent.
  • Preferred: Associates degree or other equivalent years of experience in the oil and gas industry, specific to pipeline operations.

Certifications, Licenses, Registrations:

  • Valid State Driver’s License.
  • Possess the related API certification (570) and one of the other two API certifications and be ready to test out for the missing API certification.
  • Possess NDT certifications (MT/MT/VT/UTT) or be able to obtain immediately if the applicant has some of the required NDT certifications.
