Manages daily project office operations, facilities, supplies, meetings, onboarding, records, and stakeholder coordination. Supports project administration through meeting minutes, correspondence, document control, tracking logs, invoices, timesheets, ODC records, RFIs, submittals, and status reporting. Coordinates with project staff, clients, contractors, consultants, vendors, and service providers while maintaining organized workflows and following up on deadlines. The role is onsite in Los Angeles with occasional local travel.

Serves as the primary liaison among clients, communities, elected officials, businesses, contractors, and other stakeholders. Leads construction business mitigation, outreach, communications, public presentations, issue resolution, and community engagement across Los Angeles project areas. Develops marketing and communication materials, tracks program metrics and construction impacts, manages promotional contracts and budgets, and supports project coordination. Requires strong writing, presentation, relationship management, project management, and bilingual communication capabilities.

Lead drainage design and hydraulic modeling for rail projects using HEC-RAS/HEC-HMS/HY-8/CivilStorm. Design stormwater systems, culverts, channel improvements, and erosion control; perform floodplain assessments and support FEMA/USACE permitting; prepare drainage reports and plans; ensure QA/QC; collaborate with clients, railroads, and agencies; mentor junior staff.
