Leads procurement and supply chain activities, including strategic sourcing, supplier selection, contract management, purchase order execution, spend analysis, compliance, risk management, and performance reporting. The role also supervises and develops Supply Chain staff, trains partners and sub-grantees, supports process improvement, and coordinates timely delivery of goods and services. Domestic and international travel may be required.

Leads the full finance function for World Vision Cambodia, including accounting operations, budgeting, forecasting, grants and donor financial management, reporting, compliance, internal controls, risk management, systems improvement, and partner finance oversight. The role manages and develops the finance team, supports field operations and programs, strengthens financial stewardship, and provides strategic business partnering across the organization.

Manages disaster management projects, including program design, implementation, monitoring, evaluation, reporting, budgeting, compliance, and quality assurance. Supports fundraising, proposal development, donor negotiations, and resource acquisition. Builds staff capacity, coordinates humanitarian assessments and learning, and represents the organization with government, UN agencies, donors, NGOs, and other partners. The role also supports disaster risk reduction, advocacy, partnership development, and field-level project implementation.
