Leads technical solutioning and proposal development for federal healthcare opportunities supporting DHA, VA, and military health customers. Develops technical approaches, staffing plans, executive summaries, and compliant proposal narratives. Translates cloud, DevSecOps, interoperability, and healthcare IT concepts into evaluator-friendly content. Collaborates with capture, business development, proposal, engineering, clinical IT, security, and operations teams. Supports solicitation analysis, win strategies, technical graphics, color-team reviews, and timely federal submissions.

Performs data-quality checks, migration validation, SQL-based reconciliation, discrepancy investigation, and root-cause analysis across large VA healthcare datasets. Supports DMM tools, cutover and go-live activities, reporting, application monitoring, access administration, documentation, and stakeholder meetings. Collaborates with VA, Oracle Health, InterSystems IRIS, engineering, and subject-matter teams to resolve migration issues and implement new data-quality capabilities.
