Leads federal proposal pricing and cost-volume development for task orders, recompetes, modifications, and strategic pursuits. Builds Excel-based models, performs labor, subcontractor, competitor, margin, and cost-realism analyses, and develops pricing narratives and Basis of Estimate documentation. Ensures compliance with FAR, CAS, DCAA, DCMA, and Truthful Cost or Pricing Data requirements. Partners with business development, operations, contracts, procurement, and finance while presenting pricing risks, scenarios, and recommendations to senior leadership.

Supports federal NEPA reviews, including environmental assessments, impact statements, categorical exclusions, public involvement, agency coordination, and administrative records. Integrates interdisciplinary resource analyses, drafts technical and regulatory documents, tracks comments and commitments, and supports project schedules, budgets, quality control, subcontractors, and proposals. Coordinates with federal agencies, regulators, tribal representatives, technical specialists, and stakeholders. Conducts site visits and provides guidance to junior staff while ensuring compliance with customer procedures and environmental requirements.
