Advises transportation teams and clients on multimodal program strategy, policy, project management, and state or federal grant funding. Supports grant applications, project administration, and monitoring; presents technical information to clients, government officials, and industry representatives. Requires extensive transportation agency experience, leadership capability, strong communication skills, and travel to regional offices.

Prepare and process invoices, manage billing cycles, maintain project financial records, reconcile accounts, monitor receivables, resolve billing discrepancies, and support project managers with financial reporting and collection activities. The role also coordinates subconsultant and vendor invoices, applies payments, performs account reconciliations, and identifies billing process improvements.

Designs and permits coastal and waterfront infrastructure, including seawalls, revetments, marinas, piers, dredging projects, living shorelines, and flood-control structures. Performs engineering analyses, mooring and berthing studies, technical calculations, specifications, inspections, and construction administration. Supports project management, proposals, agency coordination, quality control, and coastal resilience initiatives involving federal, state, and local clients.
