Performs civil engineering and project management work for public infrastructure projects, including design, bidding, construction oversight, inspection, permitting, documentation, and completion. Coordinates with contractors, consultants, developers, agencies, Town staff, and the public. Supports transportation, drainage, roadway, traffic, grant, budgeting, mapping, and capital improvement programs while ensuring compliance with schedules, budgets, specifications, regulations, and quality standards.

Leads municipal community engagement and communications strategies, oversees public relations staff, manages social media and website content, produces digital and print communications, supports media and crisis communications, prepares research and reports, presents to officials and community groups, and responds to public inquiries.
