Provides onsite technical and programmatic support for FEMA Public Assistance projects by identifying, evaluating, documenting, and incorporating Section 406 hazard mitigation measures. Develops mitigation proposals, cost information, eligibility analyses, and supporting documentation; assists with benefit-cost analysis, FEMA reviews and RFIs, site visits, project meetings, and recovery coordination. The role requires extensive disaster-site deployment, travel, construction-site access, and collaboration with FEMA, state agencies, engineers, project managers, and applicants.

Provides disaster-related individual assistance case management, including applicant intake, eligibility assessments, documentation review, payment coordination, case documentation, problem resolution, referrals, and advocacy. Maintains accurate records, protects confidential information, applies program policies, and supports applicants throughout the disaster assistance process while collaborating with recovery teams.

Deploys onsite in Hawaii to support FEMA Public Assistance programs. Conducts damage assessments, site inspections, recovery meetings, grant application and Project Worksheet development, financial analysis, project validation, payment reviews, change requests, applicant guidance, and closeout activities. Ensures compliance with FEMA policies while coordinating with government stakeholders. Fieldwork may involve outdoor disaster areas, extended standing and walking, off-road transportation, small aircraft, and limited lodging.
