Leads federal IT budget formulation and execution, including annual budget requests, Congressional Budget Justifications, PPBE documentation, multi-year financial plans, spend tracking, variance analysis, and responses to Department and OMB data calls. Prepares dashboards, briefings, exhibits, and governance materials; ensures accurate, compliant, timely deliverables; and mentors junior budget analysts. The role is performed onsite at a Washington, DC client location.

Leads a federal IT task order as the primary client contact, overseeing IT portfolio management, project support, communications, staffing, budgets, compliance, and delivery quality. Manages cost, schedule, risks, milestones, reporting, and contract performance while coordinating task leads and supporting staff. Presents to stakeholders, facilitates governance meetings, reviews deliverables, and supports FITARA and federal IT oversight requirements.

Supports a federal agency’s IT investment portfolio by preparing budget narratives, Congressional Budget Justifications, OMB submissions, financial dashboards, executive briefings, and Congressional responses. Facilitates financial governance meetings, tracks spending and action items, coordinates budget reviews, gathers portfolio data, and quality-checks compliant financial deliverables, including Section 508-accessible documents. Requires strong financial analysis, federal budget writing, technical communication, and attention to detail.
