Leads enterprise risk management, construction risk, insurance, surety, claims, contractual risk transfer, alternative risk financing, and loss prevention. Advises executive leadership and the Board, oversees insurance and bonding programs, evaluates captive and self-insurance structures, manages complex claims, and partners with Operations, Legal, Safety, Fleet, Finance, and HR. Builds risk assessments, reporting, controls, and a high-performing risk organization while supporting project decisions and company growth.

Provides senior legal counsel on employment law, union and prevailing wage matters, litigation, regulatory compliance, and workforce issues. Manages employment and commercial litigation portfolios, outside counsel, legal budgets, investigations, regulatory inquiries, and compliance programs. Advises executives and business stakeholders, drafts and negotiates employment and labor agreements, develops policies and training, assesses legal risks, and supports agency interactions. The role requires substantial post-bar experience, active bar membership, and practical judgment in a hybrid San Diego environment.

Provide engineering support for the design, implementation, and testing of SCADA systems for high voltage projects, ensuring compliance and effective communication on-site.
