Leads Rainmaker’s international government relations and foreign policy strategy. Owns Department of State, Congressional, partner-government, coalition, and multilateral engagement; develops internationally focused programs and secures federal funding. Advises on geopolitics, technology transfer, export controls, sanctions, anti-corruption, and international compliance. Coordinates delegations, demonstrations, proposals, and cross-functional partnerships while building the company’s Washington-based international affairs function.

Designs and supports mission-critical electrical subsystems for Rainmaker’s unmanned aircraft systems. The role contributes to UAS platforms, dispersion payloads, and in-situ and remote sensing systems within a fast-paced cloud-seeding technology environment, reporting to the Electrical Engineering Lead.

Support mission-critical mechanical subsystems for Rainmaker’s UAS platform. Collaborate with senior engineers in a hands-on hardware environment involving dispersion payloads, in-situ and remote sensing systems, radar validation, and weather-resistant aircraft technology. The role offers opportunities to develop mechanical engineering skills while contributing directly to innovative cloud seeding and precipitation enhancement operations.

Lead hands-on mechanical engineering for Rainmaker’s cloud seeding systems, owning hardware from concept through production. Develop and support UAS, dispersion payload, and in-situ or remote sensing systems while providing technical leadership, guidance, and design reviews for other engineers.

Owns state and local regulatory permitting for domestic cloud seeding programs. Responsibilities include scoping requirements, preparing and shepherding permits and licenses, coordinating environmental and water-resource approvals, managing NOAA and state reporting, maintaining compliance calendars and authorization records, and advising program teams. The role also develops regulatory playbooks, builds agency relationships, supports new-state feasibility evaluations, and drives continuous improvement of regulatory submissions.

Serve as the link between Engineering and Production for a drone platform. Translate design changes into build and maintenance documentation, coordinate production implementation, maintain revision control and traceability, develop quality processes, support root-cause investigations, improve equipment and assembly workflows, coordinate procurement, and train production staff on updated processes.

Own Utah state-government business development and revenue growth for precipitation enhancement and water resource programs. Identify appropriations, grants, contracts, and pilot opportunities; manage capture plans; build relationships with legislators, agencies, water districts, and industry groups; shape supportive policy; coordinate public/private partnerships; support proposals and compliance; organize demonstrations and briefings; and report pipeline forecasts and market intelligence to leadership.

Lead electrical system architecture and hardware design for UAS, sensing, and payload platforms. Design and prototype PCBs, perform board bring-up and testing, develop documentation, and guide systems through manufacturing. Work with embedded platforms, microcontrollers, high-speed digital systems, power and signal integrity, EMI/EMC, and low-level embedded programming. Mentor engineers and collaborate with mechanical, software, research, and manufacturing teams.

Leads business development for California state government customers, owning revenue targets and pipelines tied to appropriations, grants, contracts, and pilot programs. Builds relationships with legislators, agencies, water districts, and industry partners; shapes legislative and budget policies; develops public/private partnerships; supports proposals and procurement compliance; organizes demonstrations and stakeholder events; and reports market intelligence, pipeline forecasts, and strategic recommendations.

Own Rainmaker’s production infrastructure and security, including cloud systems, deployments, CI/CD, observability, identity and access, secrets, vulnerability management, incident response, and recovery. Build reliable 24/7 remote systems that tolerate lost communications, establish deployment and recovery standards, and support rapid software development across engineering, science, aircraft, and field operations.

Own development of airborne atmospheric sensing hardware from scientific requirements through architecture, design, fabrication, calibration, flight testing, validation, and production. Lead delivery of a cloud-particle imaging instrument for UAS deployment, coordinate multidisciplinary engineering and science teams, resolve integration issues, establish verification and acceptance procedures, and develop the company’s atmospheric-instrumentation roadmap.

Build and maintain full-stack software across internal tools, campaign planning, field operations, weather and geospatial data, aircraft operations, and customer-facing products. Work directly with users and cross-functional teams to identify problems, prototype solutions, and own products through deployment and continued development. Improve shared software components and technical patterns across the organization.
