Writes, edits, designs, proofs, and produces proposals, SOQs, presentations, project descriptions, and staff resumes. Coordinates with marketing, project managers, technical staff, and external partners to meet RFP requirements, deadlines, and quality standards. Maintains proposal content libraries, CRM data, and project information systems while supporting branding and business development efforts.

Lead public works projects from proposal through construction as Engineer of Record for roadway, utility, drainage, water, and wastewater projects. Manage schedules, budgets, QC, client relationships, and mentor junior staff while preparing plans, specs, estimates, technical reports, and providing construction support.

Design and deliver public works infrastructure projects (roadway, utility, water, wastewater, drainage).
