Applications should include a clear hypothesis, evidence gathered (anecdotes, data, documents), required resources (data work, travel, records), expected findings and accountability angles, and why the reporter is suited. Accepted proposals receive competitive freelance rates and expense coverage; freelancers are independent contractors.
