Supports organization-wide procurement operations through spend analysis, strategic sourcing, market and pricing research, cost-benefit analysis, and procurement reporting. Builds sourcing pipelines, reviews contracts and purchasing trends, develops category strategies, identifies cost-saving opportunities, and presents recommendations to stakeholders. The role also supports change management and process improvement while extracting data from multiple procurement and financial systems.

Manages multiple capital and port infrastructure projects from initiation through construction, commissioning, startup, and closeout. Defines scope, budgets, schedules, risks, and critical paths; coordinates facilities planning, designers, consultants, contractors, construction managers, and project controls. Oversees procurement, technical documentation, stakeholder communication, site assessments, proposal evaluation, and project delivery compliance with engineering, safety, security, environmental, and regulatory requirements.

Leads port infrastructure and marine terminal planning studies from scope definition through recommendations and handoff. Assesses terminal capacity, cargo flows, operational constraints, infrastructure needs, and planning alternatives. Coordinates cross-functional stakeholders, consultants, and technical experts; manages scopes, schedules, budgets, deliverables, risks, and decisions. Develops evidence-based reports and presentations while aligning operational requirements with long-term port development, regulatory, environmental, safety, and implementation considerations.
