The Senior Recruiter will build and execute hiring plans for Phoenix Tailings’ Rochester facility, recruiting leadership, engineering, technical, skilled-trade, and operational talent. Responsibilities include full-cycle recruiting, direct sourcing, candidate closing, local talent pipeline development, hiring-manager partnership, structured interviews, pipeline reporting, and maintaining an effective candidate experience aligned with facility construction and startup milestones.

Build and maintain integrated financial and project finance models for a rare earth processing facility. Develop budgets, forecasts, cash flow projections, liquidity analyses, capital investment evaluations, and scenario analyses. Analyze operating costs and financial performance, explain variances and assumptions, and provide clear reporting to site and company leadership to support capital allocation, funding, and operating decisions.

Build and lead the Rochester site’s People function for a new rare earth processing facility. Responsibilities include workforce planning, organization design, employee relations, HR support, onboarding and training coordination, manager effectiveness, records management, and partnership with corporate teams on HR systems, compensation, benefits, and performance programs.
