Teams at Pennsylvania Housing Finance Agency

Underwrites multifamily affordable housing applications, evaluates LIHTC and agency loan eligibility, reviews financial and project documents, and assesses regulatory compliance. Coordinates developers and internal stakeholders through application review, board approval, and closing. Prepares underwriting memoranda, closing packages, board materials, correspondence, and project records. Monitors financing structures, identifies deficiencies, supports policy research and program improvements, and represents the agency at housing industry events.

Underwrites multifamily affordable housing developments, assessing LIHTC, tax-exempt bond, and Agency loan eligibility; reviews financial, market, environmental, and compliance materials; coordinates developers and internal stakeholders; facilitates closings; prepares underwriting memoranda, Board materials, and closing documents; monitors regulatory requirements, project deficiencies, and financing structures; conducts industry research and supports program improvements.

Represents the Pennsylvania Housing Finance Agency in court, administrative hearings, agency meetings, and legal proceedings. Reviews contracts, responds to subpoenas and legal inquiries, prepares civil and criminal referrals, drafts legislative and regulatory language, and advises agency leadership on litigation, legislation, and operational matters.
