Manages cross-functional projects and organizational initiatives throughout their lifecycle, including planning, execution, monitoring, risk management, change control, and closure. The role translates strategic and operational priorities into actionable plans, coordinates stakeholders, prepares executive-level reports and presentations, facilitates collaboration, and ensures timely, high-quality delivery. Candidates need a bachelor’s degree plus four years of relevant analytical and planning experience, or an equivalent combination of seven years’ experience and education.

Provides budget planning and analysis for the Oregon Health Authority, including budget monitoring, forecasting, expenditure and revenue analysis, financial reporting, policy impact analysis, and support for agency programs. The role interprets complex financial data, investigates anomalies, communicates budget information to stakeholders, and contributes to policy strategy with a focus on health equity. It also requires knowledge of state and federal budgeting, governmental accounting, and financial systems.

Leads complex, high-risk projects from initiation through closeout, managing plans, budgets, schedules, controls, requirements, design, testing, training, and startup operations. Coordinates cross-functional teams, contractors, agency decision-making, risk mitigation, communications, and project stewardship. The role supports technology implementations, custom software development, organizational transformations, and governance processes within Oregon Health Authority and Oregon Department of Human Services.
