Originates, develops, and evaluates infrastructure projects supporting NGL and refined-product blending strategies. Analyzes contracts, profitability, liabilities, data, economic models, and regulatory obligations. Supports complex negotiations and prepares contracts, policies, procedures, tariffs, proposals, reports, and correspondence. Collaborates with engineering, construction, operations, commercial, legal, regulatory, scheduling, and other teams to advance projects and strategic business plans.

Manage engineering, pipeline, and facility projects from scoping through commissioning and startup. Lead planning, estimating, scheduling, procurement, contracting, construction, risk analysis, cost control, quality, regulatory compliance, stakeholder coordination, and team performance. Develop business cases, execution plans, scope and change-management procedures, schedules, budgets, and project reports. Coordinate internal teams, contractors, vendors, customers, regulators, and public officials while ensuring safety, technical quality, reliability, schedule, and cost objectives.

Performs crude oil movement scheduling, nominations, confirmations, allocations, inventory management, and month-end closing activities across pipelines, trucks, and facilities. Coordinates with operations, carriers, customers, and internal teams to optimize transportation, resolve scheduling and measurement issues, support billing, and maintain contract and tariff compliance. Prepares and analyzes reports covering flows, capacity, storage, balances, tickets, quality, and customer inventory.
