Lead and scale engineering across a 100+ person federal digital modernization portfolio. Establish technical standards, guide talent and career development, support technical leads, drive architecture and modernization strategy, and improve tooling and delivery. Partner with program leaders and government clients, contribute to proposals and capture efforts, and provide technical thought leadership across AI/ML, cloud engineering, Agile delivery, and DevSecOps.

Owns full-lifecycle federal capture efforts from opportunity qualification through post-submittal. Develops capture plans, win themes, competitive positioning, and price-to-win strategies; leads SWOT and Black Hat reviews; coordinates business development, solutions, pricing, proposal, engineering, and program teams; manages teaming partners; reports pipeline and bid health to executives; and uses AI-enabled tools to improve capture research and solution development.

Build and maintain CI/CD pipelines, deployment automation, and cloud infrastructure across Azure and AWS. Manage observability with Datadog or Dynatrace, improve incident response and MTTR, provision infrastructure with Terraform, and develop automation scripts using Python, Bash, or PowerShell. Collaborate across VA engineering programs, improve platform stability, mentor junior engineers, and establish DevOps standards in a remote Agile environment.
