Lead and manage airborne electronic attack programs through all phases: cost, schedule, technical performance, EVM, resource allocation, contract negotiation, customer engagement, risk/opportunity management, and proposal/capture support. Supervise cross-functional and engineering teams and ensure adherence to contract scope, processes, and government property requirements.

Leads skill-gap analysis, learning frameworks, talent development, knowledge transfer, leadership development, and evaluation strategies across a large defense organization. Defines future skills taxonomies, designs targeted learning interventions, uses analytics to measure effectiveness, supports HR and business leaders, and manages cross-functional initiatives aligned with organizational strategy.

Plan, lead, and execute ground test events for flight test operations. Develop test procedures, perform pre/postflight checks, troubleshoot and direct maintenance, analyze test data, and coordinate multidisciplinary teams to support developmental test programs.
