Leads resource mobilization and the full grant cycle for the Morobe Cancer Initiative, including donor mapping, funding pipeline development, proposal and budget preparation, reporting, donor engagement, and grant documentation. Builds grant-management and compliance capacity within Papua New Guinean institutions, supports donor visits and communications, and develops systems for sustainable, locally owned funding. The role requires collaboration with health authorities, technical teams, finance staff, donors, and external partners.

Develops and leads strategic communications and public-positioning plans for MSF operations. Responsibilities include crisis communications, media relations, messaging, content production, stakeholder analysis, field communications support, spokesperson duties, staff mentoring, training, and coordination across MSF entities. The role requires frequent field travel, emergency availability, strong French and English communication skills, and the ability to work under pressure on sensitive humanitarian issues.

Leads and manages MSF’s Dakar Support Office and shared regional teams, overseeing strategy, planning, budgets, staffing, facilities, legal and fiscal compliance, security, external representation, partnerships, and operational support. The role coordinates multiple MSF entities, aligns regional initiatives, develops networks with authorities and external organizations, and ensures effective collaboration across multidisciplinary teams. Based in Dakar, it requires frequent travel and fluency in French and English.
