Analyzes agency processes, procedures, and performance to identify efficiency, quality, and standardization improvements. The role gathers information across business units, conducts comparative research and best-practice reviews, develops and maintains customer service procedures, analyzes trends and data, audits work, and provides recommendations to leadership. It requires collaboration, communication, independent judgment, process improvement expertise, and careful handling of confidential state-system data.

Administers the county’s enterprise network and server environment, including hardware and software installation, configuration, maintenance, monitoring, troubleshooting, patching, upgrades, backups, alerts, security controls, and disaster recovery planning. Creates technical documentation, evaluates technologies, and participates in an after-hours on-call rotation. The role requires hands-on systems and network administration, occasional emergency support, and independent resolution of complex technical issues.
