Administer employee health, dental, vision, life, disability, and retirement benefits. Ensure compliance with ACA, ERISA, FMLA, COBRA, and HIPAA; answer employee benefits questions; maintain accurate HRIS records; conduct new-hire orientations and open-enrollment meetings; and protect confidential information.

Leads compliant cost and pricing proposals for federal government and commercial opportunities. Develops labor-based cost models, indirect rates, subcontractor pricing, price-to-win analyses, and proposal narratives. Reviews solicitations, validates pricing workbooks, manages assumptions and audit trails, supports negotiations, and advises leadership on profitability, risk, and pricing strategy. Coordinates finance, operations, technical, capture, proposal, and subcontracting teams from capture through award transition.

Leads on-site base operations support contract performance, coordinating functional managers, staffing, quality, safety, human resources, customer interfaces, deliverables, emergency response, and corrective actions. Maintains staffing and succession plans, oversees phase-in readiness and operational reviews, manages Government briefings, and ensures contract compliance. Requires at least three years managing three or more base operations support functions, accredited program or project management certification, background processing, HSPD-12 credentialing, and on-site core-hour and after-hours availability.
