Manages paving construction projects from planning through closeout, including schedules, resources, budgets, subcontractors, suppliers, safety, quality control, client communication, risk mitigation, documentation, and field operations. The role also supports estimating through quantity takeoffs, cost analysis, quote comparisons, and review of plans and specifications. Requires onsite coordination, leadership of crews and project stakeholders, financial tracking, and process improvement.

Lead a field survey crew performing topographic, boundary, construction staking, and ALTA/NSPS surveys. Operate and maintain Trimble/GPS, total stations, levels, and data collectors; collect and verify measurements; prepare reports, sketches, and digital files; coordinate schedules, ensure regulatory and safety compliance, and communicate with project stakeholders.

Serve as a strategic talent partner for construction divisions; lead full-cycle recruiting, develop proactive sourcing and employer branding, analyze labor market data, track recruiting metrics, and support career fairs and onboarding to meet workforce needs.
