Provide senior technical leadership for a standardized livelihoods MEAL framework and evaluations across 13 international development projects. Responsibilities include developing theories of change, logic models, indicators, monitoring tools, evaluation instruments, and sector-specific analyses; reviewing project systems and data; supporting contribution, attribution, cost-effectiveness, and value-for-money analysis; and translating findings into actionable recommendations for technical and nontechnical stakeholders.

Supports multi-country evaluation data workflows by programming electronic data-collection instruments, managing secure data flows, cleaning and validating qualitative and quantitative datasets, conducting analysis, coding qualitative data, creating visualizations, and maintaining reproducible documentation. The role also supports triangulation, reporting, data security, confidentiality, and coordination with field teams across 13 evaluations.

Manage and coordinate U.S. security assistance accounts (FMF, IMET, NSEA/PKO), including budget tracking, obligation/expenditure reporting, interagency coordination with DoS and DoD, drafting funding and policy documents, data analysis, and supporting financial reviews, briefings, and legislative engagement. Requires liaison and reconciliation across stakeholders to ensure program execution and compliance.

Provide LIMS and digital-health technical support in Fiji: assess SENAITE/STARLIMS deployments, map lab-to-surveillance data flows, review SOPs, run user assessments, convene TWG meetings, and draft data-sharing agreements, action plans, and SOPs for Tamanu and Senaite.

Provide laboratory-domain validation and hands-on IT support for LIMS (SENAITE, STARLIMS) integration with surveillance, review SOPs, facilitate TWG workshops, draft data-sharing agreements, and improve SOPs and workflows for Tamanu and Senaite while assessing system architecture, security, and operational risks.

Organize, consolidate, and analyze quantitative and qualitative health systems data to support LIMS integration, digital-systems review, TWG facilitation, and SOP development. Produce evidence syntheses, tables, dashboards, draft report sections, and quality-checked deliverables while maintaining secure document repositories and coordinating with technical specialists and stakeholders.

Lead capture and full life-cycle proposal management for US donor-funded opportunities: research competitors/partners, interpret solicitations, develop win themes, coordinate timelines/compliance, facilitate reviews, write non-technical proposal sections, and collaborate with BD and technical teams to ensure compliant technical and cost proposals.
