Requires extensive AWS architecture, federal contracting, RFP solutioning, technical writing, and proposal experience.

Leads analysis, design, development, testing, deployment, and production support for the Phoenix COBOL-based DMV system. Translates business requirements into technical specifications, obtains stakeholder approval, codes and tests complex applications, provides Level 3 support, and communicates status to management and business analysts. The role also leads software development planning and deployment, mentors colleagues, and collaborates with users, vendors, and management in a government environment.

Serves as a liaison between business stakeholders and IT, eliciting and documenting requirements, analyzing business processes and data relationships, translating needs into functional specifications, managing requirements traceability and change control, and guiding technical and testing teams. The role supports healthcare IT projects involving Medicaid eligibility or healthcare insurance programs, identifies risks and improvements, maintains business rules and models, and coordinates with agencies, vendors, providers, and beneficiaries.
