The Senior Accountant owns significant portions of the month-end close and financial reporting process. Responsibilities include journal entries, account reconciliations, financial statement preparation, variance analysis, management reporting, audit support, bank reporting, and FASB implementation. The role also improves reporting automation and internal controls, partners with IT and stakeholders, reviews junior staff work, and explains financial results to management.

Reviews disaster recovery project documentation for compliance with CDBG-DR, CDBG-MIT, HMGP, FEMA, and PRDOH requirements. Validates eligible costs, procurement, environmental records, labor compliance, match payments, duplication of benefits, and national objectives. Maintains project files, retrieves documentation from COR3 and FEMA systems, conducts eligibility reviews, and submits findings and recommendations to management. The role requires bilingual English-Spanish communication, local Puerto Rico residency, and federally funded grant auditing experience.

Administers federally funded FEMA grant programs by processing applications, reimbursements, reporting, documentation, eligibility reviews, procurements, monitoring, audits, and closeouts. Provides technical assistance to applicants and subrecipients, validates project records and costs, ensures regulatory compliance, maintains policies and procedures, and supports project validation and program delivery. Requires bilingual English and Spanish communication and familiarity with federal, state, and local grant requirements.
