Leads and grows a substation physical engineering department serving utility clients. Oversees multidisciplinary teams, technical delivery, staffing, resource allocation, quality, safety, financial performance, client relationships, business development, and engineering standards. Provides executive oversight for substation design, grounding, lightning protection, station service, equipment selection, constructability, and engineering studies across distribution through 765kV transmission projects. Supports digital design workflows, 3D modeling, modernization, grid resiliency, construction, commissioning, and continuous improvement.

Execute functional, regression, integration, automated, manual, and UAT testing for ServiceNow solutions in a secure federal environment. Design and maintain ATF test suites, validate workflows, integrations, configurations, access controls, and releases, track and verify defects, document test evidence, and coordinate with analysts, developers, product owners, and stakeholders on acceptance criteria and release readiness.

Lead ICF’s FEMA Region 4 Public Assistance portfolio across eight southeastern states. Responsibilities include P&L and delivery oversight, managing Project Managers, staffing and utilization planning, FEMA compliance, client relationship development, business growth, proposal oversight, go/no-go decisions, and technical pursuit support. The role also requires building relationships with emergency management agencies, mentoring project leaders, identifying delivery risks, and traveling up to 50% during active disaster response periods.
