Leads rail business growth, client relationships, pursuits, and delivery of complex freight, industrial, commuter, and light rail projects. Serves as project manager or principal-in-charge, guides multidisciplinary teams, develops staff, supports strategic partnerships, and expands the firm's Texas and national rail capabilities.

Leads railroad track and rail infrastructure engineering design for freight, industrial, commuter, and light rail projects. Responsibilities include track alignment and geometry, calculations, drawings, specifications, cost estimates, multidisciplinary coordination, quality reviews, client and railroad coordination, permitting, construction support, proposal development, and mentoring junior staff. Requires Texas PE registration or eligibility, extensive rail design experience, AREMA knowledge, and proficiency with rail and civil design software.

Develops winning proposal strategies from pursuit initiation through submission and interview preparation. Leads capture planning, RFP/RFQ analysis, strategy sessions, proposal schedules, compliance matrices, content development, editing, visuals, and quality assurance. Researches clients, competitors, and market trends; coordinates technical experts, principals, project managers, subcontractors, and external partners. Conducts debriefs and maintains proposal templates, tools, and best practices to improve business development outcomes.
