Teams at Howard County Public School System

Manages operating and grant budgets, forecasts expenditures, analyzes budget-to-actual performance, and monitors contracts and financial compliance. Performs financial and operational analysis, reconciles data, identifies risks and variances, recommends reallocations, and prepares recurring reports. Supports budget work sessions, grant reporting, budget book development, and internal control procedures while advising program managers and stakeholders on resource allocation and financial decisions.

Represents the Howard County Public School System in special education mediation, resolution sessions, due process hearings, and other administrative matters. Provides legal advice on IDEA, Section 504, ADA, IEP compliance, and education regulations; conducts legal research; drafts opinions, policies, briefs, and settlements; supports IEP teams; negotiates resolutions; and delivers professional development to school staff. May also handle student discipline, residency, and kindergarten admission matters.

Lead and coordinate the countywide Scholars Leadership Honors Program across 13 high schools. Provide advisor support, mentor student leadership teams, run professional learning for advisors, plan events and family engagement, collect and analyze scholar academic data, manage recruitment and evaluations, and collaborate with community partners and Delta Sigma Theta to support scholar academic, social-emotional, college and career readiness.
