Provides consultative support for emergency management recovery projects, including FEMA Public Assistance and Individual Assistance policy guidance. Facilitates client meetings, tracks project milestones and deadlines, prepares status reports and internal documentation, communicates updates, and coordinates with stakeholders to resolve complex recovery challenges.

Provides emergency management consulting and operational support during response missions. Responsibilities include developing situation reports, work plans, and incident action plans; coordinating with partner agencies and Emergency Support Functions; facilitating meetings; translating incident strategies into tactical assignments; and supporting operations in emergency operations centers or joint field offices. Requires rapid deployment within 24–72 hours, on-site service for at least 30 days, and ability to work 12-hour shifts.

Leads emergency response planning and execution for clients, optimizes emergency operations center and joint field office structures, interprets federal and state regulations, oversees staffing and resources, and manages agency partnerships and client communications.
