Coordinates the establishment and ongoing administration of a Tribal Institutional Review Board. Responsibilities include developing policies and applications, managing research submissions and reviews, preparing meetings and regulatory documentation, maintaining confidential records, coordinating training, ensuring Tribal and federal compliance, supporting Tribal consultation, and evaluating program effectiveness. The role requires culturally appropriate communication with Tribal governments, researchers, IRB members, community stakeholders, and funding agencies.

Oversee all accounting and financial operations including budgeting, grant compliance, financial reporting, audits, payroll, accounts receivable/payable, internal controls, and insurance. Manage and train accounting staff, prepare budgets and indirect cost proposals, ensure tax filings, and report financial status to the CEO and Board. Maintain policies, procedures, and compliance with federal/state and grantee requirements.

Support the Planning & Development Director by coordinating planning activities, research, data gathering and analysis, grant development, community outreach, and project design for tribal programs across housing, health, economic development, and emergency planning. Attend meetings, trainings, and tribal council sessions; assist with facilitation and implementation of work plans; secure funding and ensure culturally sensitive service delivery.
