Manages materials resource development projects from land identification and feasibility through contract negotiation, permitting, entitlement, and approval. Coordinates geologists, attorneys, engineers, real estate professionals, consultants, landowners, and agencies. Develops economic justifications, community relations and environmental review plans, negotiates agreements, maintains stakeholder relationships, presents at public meetings, and communicates project status. Supports market research and resource pipeline development while ensuring compliance with safety and corporate conduct requirements.

Leads regional human resources functions, including recruiting, employee relations, benefits, compensation, training, talent management, labor relations, compliance, investigations, performance management, and employee development. Advises managers and employees on HR policies, employment laws, workplace disputes, and organizational initiatives while partnering with corporate and regional leadership to improve engagement and maintain a compliant, high-performance work environment.

Manages the quality control program for a large federal construction project. Oversees inspections, testing, documentation, compliance, QC personnel, subcontractors, and testing laboratories. Ensures adherence to contract specifications, FAR requirements, EM 385-1-1, OSHA, and MSHA standards. Leads coordination meetings, supports proposals and construction activities, maintains quality certifications and records, and serves as the primary quality liaison with government agencies and project stakeholders.
